Evaluation of a Regional Service Model for HIV and STBBIs

The need:

Under the STOP HIV/AIDS Program, health authorities receive targeted funding from the BC Ministry of Health to implement new and expand existing HIV programs and services. Each of the health authorities has designed unique service models to achieve goals outlined a provincial framework called ‘From Hope to Health’. Island Health needed to review the success of their service model, including exploration of its strategies, services, reach, and impacts. 

What we did:

Catalyst designed a comprehensive process and outcome evaluation of Island Health’s STOP HIV and Sexually Transmitted and Blood Borne Infection (STBBI) funded service model to examine the effectiveness of the strategy, as well as the reach and quality of services provided. A mixed methods approach was adopted to collect evaluation data, including administrative data on key indicators related to testing, treatment and care in the region, interviews and focus groups with diverse groups, a survey with funded agencies, and a survey of 3,000+ community members who had received HIV, hepatitis C to STI services within Island Health or faced barriers to doing so. Catalyst worked closely with Island Health and key partners to ensure the evaluation involved people with lived experience, was culturally sensitive, and adopted a participatory approach. Findings from the evaluation were used by senior leadership to inform the redesign of the health authority’s new STBBI service model.
